1950's Vintage Tin / Pressed Steel US Army Command Car

Vintage 1950's US Army Command Car. I believe it's a friction toy because the rear wheels have that feel, but I'm not 100% on that. I put a D battery in the compartment to see if the light lit up but nothing happened. If you are handy with small electronics perhaps you can fix it.
