Early Tin Toy Car with Driver Windup with Working Headlights Must See NR

For your consideration is this very unusual windup tin toy car with working headlights. I'm not sure who made this piece, but I'm hoping some of the toy experts out there will know. This toy measures approximately 14", long by 4" tall by 5 wide. This piece is in decent shape for its age, but definitely has some issues. The bottom plate is very loose and it appears that a good amount of the holding tabs are broken off. The roof has a very noticeable dent and scratch on the passenger side. I believe this piece should have working headlights, but I'm not sure if the battery compartment is complete. There is a key wind hole, but I do not have a key that fits it - so please plan on the key wind portion to need servicing. The driver and steering wheel look to be in very nice shape.
